COMBINED JOINT TASK FORCE–HORN OF AFRICA
Mission CJTF-HOA employs an indirect approach to counter violent extremism. We conduct operations to strengthen partner nation and regional security capacity to enable long-term regional stability, prevent conflict and protect U.S. and Coalition interests. Vision CJTF-HOA builds friendships, forges relationships and creates partnerships to enable African solutions to African challenges. We will, through our combined joint forces, improve security, increase stability and strengthen sovereignty in the Horn of Africa and Eastern Africa region. We will accomplish this by being a model for the integration of Defense, Diplomacy and Development efforts. Commander's Philosophy CJTF-HOA is effective and capable because of our coalition and interagency composition. The capabilities we provide are enriched by the strength of our international staff and the talents of our Soldiers, Sailors, Airmen, Marines and civilians. We are inspired to serve our individual countries; more so by the opportunity to enable Africans to address African challenges. CJTF-HOA's Strategic Imperatives • Foster regional security cooperation • Strengthen partner nation security capacity • Enable leadership development Background CJTF-HOA is comprised of service members from each military branch of the U.S. Armed Forces, civilian employees, and representatives of coalition and partner countries. The Combined Joint Operating Area (CJOA) consists of Sudan, Ethiopia, Eritrea, Djibouti, Somalia, Kenya and Seychelles. CJTF HOA is not currently conducting activities within Eritrea and Somalia. Outside the CJOA, CJTF HOA is operating in a Liberia, Rwanda, Uganda, Tanzania, Mauritius, and Comoros. CJTF-HOA was established at Camp Lejeune, N.C., on Oct. 19, 2002. In November 2002, personnel embarked on a 28-day training cruise aboard USS MOUNT WHITNEY, and arrived in the Horn of Africa on Dec. 8, 2002. CJTF-HOA operated from the MOUNT WHITNEY until May 13, 2003, when the mission transitioned ashore to Camp Lemonnier in Djibouti City, Djibouti. Since then, CJTF-HOA personnel have used Military-to-Military mentorship as the cornerstone to building partner country security capacity. CJTF-HOA has supported development by building numerous schools, clinics and hospitals and conducting Medical Civil Action and Veterinary Civil Action projects. Contact Information
