Captain Martin, a native of Clifford, ND, graduated from North Dakota State University in 1988 with a Bachelors of Science in Electrical Engineering. He was commissioned at Officer Candidate School in Newport, RI in 1989 and subsequently completed nuclear power training in Orlando, FL and Idaho Falls, ID.

Captain Martin’s division officer tour was onboard the USS MINNEAPOLIS-ST. PAUL, SSN 708, homeported in Norfolk, VA, where he served as Reactor Control Assistant, Damage Control Assistant, and Quality Assurance Officer. While onboard, the ship completed a deployment to the Mediterranean in support of Desert Shield and Desert Storm, a deployment to the North Atlantic, a Deport Modernization Period at Portsmouth Naval Shipyard in Kittery, ME and two homeport changes. His department head assignment was as Engineer Officer onboard the USS SEAWOLF, SSN 21, homeported in Groton, CT. During his tour, the SEAWOLF was commissioned, completed the new construction shakedown period, the Post Shakedown Availability, and various crew and ship certifications. Captain Martin’s Executive Officer assignment was onboard the USS NEBRASKA, SSBN 739 (BLUE). While onboard, the ship completed four strategic deterrent patrols and a change of homeport from Kings Bay, GA to Bangor, WA.

His most recent sea-duty assignment was as Commanding Officer of the USS SAN FRANCISCO, SSN 711. During his tour, the ship completed an Extended Drydocking Selected Restricted Availability, a change of homeport from Bremerton, WA to San Diego, CA, an extensive six-month modernization availability, various inspections and certifications, a six-month Western Pacific deployment to the SEVENTH FLEET, and was awarded a Meritorious Unit Commendation for the ship’s performance during deployment.

His shore-duty assignments include Class Officer and instructor at the NROTC Unit in Rochester, NY; Material Officer at Submarine Squadron Eleven in San Diego, CA; and Officer In Charge of Moored Training Ship 635 at the Nuclear Power Training Unit in Charleston, SC. Following his Command tour, Captain Martin reported to Commander, Submarine Squadron ELEVEN in San Diego, CA, where he served as the Deputy Commander. While on shore-duty, Captain Martin earned a Masters of Business Administration from the Simon Business School at the University of Rochester and completed Joint Professional Military Education Phase II at the Joint Forces Staff College in Norfolk, VA.

His personal awards include the Legion of Merit, Meritorious Service Medals, Navy and Marine Corps Commendation Medals, Navy and Marine Corps Achievement Medals, as well as various other unit, service, and campaign awards.

Captain Martin is married to Margaret (Peggy) Capouch of Mayville, ND. They reside in Poway, CA with their three children: Elizabeth (Libby), Robert, and Jonathan.
