The International Peace Support Training Center (IPSTC) is a Kenyan Ministry of Defense organization which trains military, police and civilian personnel in all aspects of Peace Support Operations. The IPSTC is also the primary trainer of Eastern African Standby Brigade (EASBRIG) officers in order to improve effectiveness of international response to complex emergencies.

Combined Joint Task Force - Horn of Africa supports the exercise by providing mentors to the African Contingency Operations Training Assistance (ACOTA) contract instructors to put a military face on the training.

CJTF-HOA is indirectly supporting the command post exercise (CPX) planning process through IPSTC liaison officers. These liaison officers provide mentoring and subject matter expertise to the EASBRIG Planning Element through IPSTC. This is the only authorized mechanism designed to request support for the CPX and other train-ups from supporting nations.
