The U.S. Army 443rd Civil Affairs Battalion conducted a transfer of authority ceremony with the 404th Civil Affairs Battalion Feb. 3, 2018, at Camp Lemonnier, Djibouti.

The U.S. Army 443rd Civil Affairs Battalion conducted a transfer of authority ceremony with the 404th Civil Affairs Battalion Feb. 3, 2018, at Camp Lemonnier, Djibouti.

The battalions conduct military-to-military engagements to strengthen partner nation capacity, building on a strong foundation with local military forces, civilian populations and civilian authorities. They also advise the Combined Joint Task Force Horn of Africa (CJTF-HOA) commanding general on the civil environment.

The 443rd Civil Affairs Battalion has been working hand-in-hand with integral organizations, including the local Djiboutian populace, authorities, and Djibouti Armed Forces. Their missions encompassed several locations throughout the CJTF-HOA area of responsibility (AOR).

U.S. Army Col. Christopher Cassibry, Director of Operations for CJTF-HOA, highlighted the impact of the 443rd Civil Affairs Battalion’s mission in the AOR.

“The civil affairs battalion, current and future, are very critical to CJTF-HOA and I cannot emphasize enough the impact you have had in Djibouti, Uganda, Tanzania, and Ethiopia,” said Cassibry. “I cannot thank you enough for the good work that you did.”

The 404th Civil Affairs Battalion will now assume responsibility for all civil affairs duties within the East African region in support of the CJTF-HOA mission.

As the two units stood in formations across from one another, the 443rd retired their unit colors while the 404th raised theirs, and U.S. Army Lt. Col. Stefan Adamcik assumed command of the mission from U.S. Army Lt. Col. Keith McGee.

“I would like to thank the 443rd for laying a solid foundation of operations for us and we will endeavor to continue forward with the mission, jointly with all partners for success.” said Adamcik.

The 443rd is scheduled to return to Newport, Rhode Island and falls under the 353rd Civil Affairs Command out of Staten Island, New York.
