Africa First Initiative Brings Djiboutian Vendor Promise of Opportunity

Contract and facilities managers from Camp Lemonnier and Combined Joint Task Force - Horn of Africa (CJTF-HOA) met with Djiboutian businesses and vendors on May 9. The event, “Vendor Information Day,” was sponsored by the Djiboutian Chamber of Commerce as a means to help Camp Lemonnier and its tenant units fulfil resource requirements locally.

CAMP LEMONNIER, Djibouti -- Contract and facilities managers from Camp Lemonnier and Combined Joint Task Force - Horn of Africa (CJTF-HOA) met with Djiboutian businesses and vendors on May 9. The event, “Vendor Information Day,” was sponsored by the Djiboutian Chamber of Commerce as a means to help Camp Lemonnier and its tenant units fulfil resource requirements locally.

The event drew more than 130 participants, connecting Djiboutian businesses to the maintenance, service, supply and construction contract needs of Camp Lemonnier, the only enduring U.S. installation on the continent of Africa.

Besides bringing together Djiboutian businesses owners and potential clients, attendees were provided information to the workings of the U.S. contracting systems, with the aim to aid in streamlining access for Djiboutian businesses to competitively compete for contracts. Participants were provided the different Web sites and explained the varying components to compete for the variety of contracts available from Camp Lemonnier and CJTF-HOA.

“The FY2017 NDAA and authorization of Africa First Initiative, formally Djibouti First, can be seen as a winning proposition for both the U.S. and the local business community," said Zahra Omar Ahmed, Economic Development Manager for the Djibouti Chamber of Commerce. “This would require an increase in the number of contracts issued under the Djibouti first initiative and, above all, to help strengthen the capacity of Djibouti companies to better meet US standards.”

Organizers and business leaders expressed optimism in building business relationships in Djibouti.

Camp Lemonnier provides, operates, and sustains superior service in support of combat readiness along with security of ships and aircraft detachments and personnel for regional and combat command requirements, enabling operations for the Horn of Africa while fostering positive U.S.-African nation relations. Camp Lemonnier enables the forward operations and responsiveness of U.S. and allied forces in support of Navy Region, Europe, Africa, Southwest Asia's mission to provide services to the fleet, fighter, and family.

CJTF-HOA promotes prosperity and security in East Africa by assisting partner nations with countering violent extremist organizations, fostering regional security cooperation, and by protecting U.S. personnel and facilities its 10-country area of responsibility.
