Japanese and Combined Joint Task Force-Horn of Africa service members meet for a tabletop exercise to discuss how they can support each other in an event involving the evacuation of Americans or Japanese from a hostile location in Africa, Aug. 27-28, 2016 at the Japanese base in Djibouti.
