Seabee Transfer of Authority Ceremony

U.S. Navy Seabees from Naval Mobile Construction Battalion (NMCB) 1, assigned to Combined Joint Task Force-Horn of Africa (CJTF-HOA), present the colors during a transfer-of-authority ceremony at Camp Lemonnier, Djibouti, Feb. 11, 2019. The NMCB 1 transferred authority of building and improving facilities on base and in the combined joint operations area and area of interest to the U.S. Army 465th Engineer Company, 926th Engineer Battalion, 926th Engineer Brigade, 412th Theater Engineer Command, based in Birmingham, Alabama, assigned to CJTF-HOA. Lapse In Appropriations
The most recent appropriations for the Department of War expired at 11:59 p.m. EDT on Sept. 30, 2025. Military personnel will continue in a normal duty status, without pay, until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted activities will be placed in a non-work, non-pay status.
