The country of Somalia participated in Cutlass Express 2018 at Camp Doraleh, Djibouti, from Jan 31 - 7 Feb, 2018. This was the first time in almost 30 years that Somalia has participated in a multinational exercise outside its own borders. Cutlass Express 2018, sponsored by U.S. Africa Command (AFRICOM) and conducted by U.S. Naval Forces Africa, is an exercise designed to assess and improve combined maritime law enforcement capacity, promote national and regional security in East Africa as well as information sharing, planning and operating. U.S. Airmen from the 449th Air Expeditionary Group load pallets of medical and humanitarian aid supplies onto a U.S. C-130J Super Hercules at Camp Lemonnier, Djibouti, Oct. 17, 2017. The aid is being delivered to the Somali people following a devastating terrorist attack that killed and injured hundreds in Mogadishu on Oct. 14. Working with the Federal Government of Somalia, the U.S. Mission to Somalia immediately arranged for the air shipment. On a Combined Joint Task Force-Horn of Africa mission, the C-130 carried several pallets of medical equipment and supplies. The United States will continue to stand with the Somali government, its people, and international allies to combat terrorism and support efforts to achieve peace, security and prosperity. Combined Joint Task Force-Horn of Africa Joint Logistics Operations Center achieved its initial Air Transportation and Refueling Exchange of Service (ATARES) with the Italian military here, June 9. This year, the U.S. forces in Africa join 23 other nations participating in ATARES membership, decreasing administrative procedure and increasing multinational cooperation. This is accomplished by using one C-130 Hercules flying hour as currency.

Five small boats with the Somali Police Force Maritime Police Unit conduct a maritime exercise demonstrating their capabilities off the coast of Mogadishu, Somalia. Representatives from approximately seven countries involved in improving security and stability in Somalia observed the demonstration Aug. 25, 2016. Trained by the United Nations Office on Drugs and Crime, the maritime police unit received two new vessels for training and interdiction operations around the coast of Somalia.

Aiding the military forces serving in the African Union Mission in Somalia (AMISOM) to effectively communicate is the U.S. Africa Command Data Sharing Network (ADSN). Recently, intelligence and communications personnel from the Ethiopian National Defense Force (ENDF) and Djiboutian Armed Forces (FAD) visited Combined Joint Task Force-Horn of Africa to work alongside U.S. intelligence and communication specialists here.

Nineteen officers from the Kenyan and Ugandan militaries graduated from a staff officer course designed to prepare them for assignment to the African Union Mission in Somalia (AMISOM) Force Headquarters to aid in the fight against Al-Shabaab in Somalia.

More than 22,000 military and law enforcement personnel from across East Africa are participating in the African Union Mission in Somalia (AMISOM). Leading these and other African Union (AU) forces are officers from countries throughout Africa, and helping to make this level of cooperation possible is the Africa Contingency Operations Training & Assistance (ACOTA) Force Headquarters Training.
